Arbitration courts passed more than 300,000 acts during the first week of the lockdown
According to Pravo.Tech, the non-working week announced by President Putin and the decision of the presidiums of the Supreme Court and the Council of Judges of the Russian Federation dated March 18, to limit trials seriously affected the loading of arbitration courts, but the system works well.

According to the statistics of the Commercial Case File, the courts complied with the requirements and adjourned low priority hearings during the quarantine.

Nevertheless, from March 23 to March 27, arbitration courts of all levels and entities issued 111,000 rulings on the adjournment of the hearing. For comparison, during the same period in March 2019 (from March 25 to 31), there were almost four times less of such definitions - 31 800.

As a result, the total number of judicial acts passed by the courts increased, in 2020, there were even more cases than in 2019 (328,000 against 260,000, respectively).

At the same time, fewer decisions were made on the merits of the dispute: 34,800 versus 45,600 in 2019. The number of issued court orders was halved: 5140 against 11 893 in 2019.

The number of court decisions adopted in a simplified manner has not changed much during the year: 19 310 decisions were adopted March 23-27, 2020, versus 19 178 decisions in March 25-31, 2019.

Their share increased relative to the total number of decisions - 55% against 42% in 2019.

Statistics show that, despite the stable work of all information systems of electronic justice, the virus made adjustments both to the work of the courts and to the activity of participants in disputes.

So from March 23 to March 29, the parties submitted 1267 online applications and from March 30 to April 5 only 259 applications .

Nevertheless, during past non-working week, from March 30 to April 3, arbitration courts issued 32,262 judicial acts - a third of them made decisions to postpone the proceedings taking into account days off and other restrictive measures related to the spread of coronavirus infection.

“The Supreme Court of the Russian Federation and its Chairperson, Vyacheslav Lebedev, pay great attention to the development of e-justice services, that was correctly embodied in the Decree of the Presidium dated March 18,” said Alexander Sarapin, Pravo.Tech Executive Director. “Thanks to this consistent position, even in conditions of self-isolation parties to disputes have the opportunity to appeal to the court by filing a lawsuit in electronic form and familiarize themselves with the case file remotely.”
